I had been struggling with the same issue, and searching the web didn’t yield many good results for me either. Spent hours trying to fix the problem and by disabling the unplugged ethernet port the server connected! I noticed the time on my PC was wrongly set for some reason.
Even when the correct time zone was automatically ON. Setting it to the correct time manually had no effect on the Xbox App server connectivity being Blocked. But a reboot and then setting the time and time zone automatically back to ON did the trick.

SO I worked on fixing the same issue for about a day and fixed it. I did all these steps and did not restart and it still said blocked. Until the next day I said screw it and unplugged my modem let it sit for 5 minutes and to my surprise one of those steps worked and my connectivity is no longer blocked.

I am not convinced it is my router, more that it has to do with this version of the Xbox App. This used to work fine on my laptop, once i updated my app on my laptop, i began to have the same issues as my new computer. I worked with a Microsoft Help desk technician and we were able to find out that the issue is more complex than the general troubleshooting help that has been provided. I am scheduled to meet with a team lead specialist tomorrow to further the investigation.
So far the two things that have made a difference. Turning off all third party apps this made the error go away on the “networking” screen, however, whenever i tried to join the party chats it would still fail. If it was my router, it would never work, and that is not the case, it works, but only momentarily. Another update: After having success with my laptop on the same network, I knew my issue resided on the Windows side of the house.
I recently uninstalled some security patches, which did nothing so i reinstalled them. Next I decided to once again uninstalled the xbox app. This time, i however opted to install the Beta version. Once installed I ran the normal network test. So i again decided to restart IP Helper, it again normalized my connection and my Server Connectivity went to “Connected”. The difference this time, is its holding.
I am able to jump into parties and talk to them with zero delay as well as stay in the conversations without being bumped off i will continue to test this over time. I did however notice that upon restart of my PC, I once again had to restart these services.
I am hoping this delayed start will enact what i am doing when i immediately restart the service. If this works I’ll finish the rest of my findings on here as well. My guess is my understanding of the “Delayed Start” is flawed.

Based on the troubleshooting steps that you have already done, there is a possibility that your router is not updating the settings that you have set on your network. Your router will still work on your other devices and will allow you to connect to the Internet.
However, if the firmware is not updated or some registry settings needed by the Xbox App is incorrectly set up, there are chances that the server connectivity will be blocked. Most gateways have wireless capabilities, while modems do not.
If you have a wireless signal from a device that is connected to your cable or DSL to allow Internet access, then you most likely have a gateway.
